They're out there but many are simply cowboys. I suggest to clients that they learn about SEO as that's the only way to really know whether you're being taken for a ride. Same with cars. You need a simple understanding of a vehicle if you're to recognise when you're being "had" at your local service centre. Of course all of this amounts to time. One of the biggest complaints I hear on a regular basis is, "I just don't have the time to manage my website". You're running a business, either find the time or pay/employ someone to take care of things for you.
